Be careful with that first option. Never stand in front of your congregation and make a plea for help. Don't ask for anyone interested to contact you. You may get a response from someone, but they could be an immature believer, have disqualifying personal issues, or sign up just to have fun. And since they know you're in need of help, it's hard to communicate, "Sorry, we do need help, but you’re not what we need." You almost have to take whoever shows up at your office door.
It's much better to build relationships with adults in the church and take recommendations from other adults and leaders you trust.
Here's my take on how to recruit ministry volunteers.
I agree that you don't stand in front and beg for volunteer help. However, you can ask for support for the ministry (like material things, money, and prayer). People will want to help out in this capacity. You can then see if any of theme have potential as a leader. It serves as a proving ground for the volunteers as you develop relationships with them.
